My best guess would be that the switch was made all the way back on page 75, before Tegan and Labor Day arrives at the scene. Because that's when we last saw the Fool before now.
Before I checked I had this fight (con)fused with the previous fight on page 52, where the Fool completely covers Labor Day, and where it might have been possible for the Fool to switch into him right in front of Tegan. But I guess that didn't happen. Unless the Fool can split up into three people, and keep that up for quite some time.)
